Step 1
The first you need to do is identify the problem. Your headline should identify the problem and ideally it should be in 5 or 6 words, under 10 mostly. If it is 12 or 13 words it's too long.
Step 2
You should have a sub-headline underneath your headline. You sub-headline could be a sentence, it doesn't have to be as short as the headline, and that sub-headline needs to talk about the solution. A good example of this is a Crazy Egg home page. As it writes a headline that discusses the problem and sub headline that discusses the solution.
Step 3
You should test this continuously.
